Lower, from 1.2 to 1.6 meters, it is allowed to make fences for preschool and school institutions, rest houses, sanatoriums, as well as objects located on the territory of enterprises and protected according to sanitary and hygienic requirements or safety standards.

Requirements for interior fencing

In addition to outdoor fences that enclose the territories of enterprises and dangerous zones, there are also those that are installed inside buildings, on stairs and balconies, as well as on platforms intended for servicing equipment.

Height of enclosing structures in public buildings

Kindergartens, schools, shopping centers, hospitals, residential buildings and other similar buildings with two or more floors are equipped with stairs and balconies. The overall dimensions of their fences are regulated by the current GOST 25772-83.

This document establishes the following rules:

  • The railings of balconies of buildings up to 30 meters high should be located at a height of at least 100 cm, and more than 30 meters - 110 cm.

5.3.11. For adjustment and repair of mechanisms located at a height of more than 3000 mm from the floor level, the equipment must have stationary, removable or folding platforms and ladders.

5.3.12. Ladders leading to the top platforms of cupola furnaces must be metal, with railings 0.8 - 1.0 m high, with continuous lining at the bottom by 180 - 200 mm.

5.3.13. The dimensions of the top platform should ensure free maintenance of the cupola. There should be no gaps between the top platform, the cupola and the elevator shaft. The shaft or openings in the top platform for lifting the charge must be protected by railings with a height of at least 1.0 m.

5.3.14. The rear platform of the swinging open-hearth furnace must be fenced with railings at least 1.2 m high, from the side of the furnace, the platform must be fenced with a thick steel board with a height of at least 400 mm.

This standard establishes safety requirements for the design of machines and equipment for pipeline transportation of oil - reservoirs of pumping stations, pumps, oil pipelines, heating equipment and fittings (hereinafter referred to as machines and equipment).

1. GENERAL PROVISIONS

1.1. Machinery and equipment must comply with the requirements of this standard and GOST 12.2.003-74.

Safety requirements for machines and equipment of specific types that are not established by this standard should be established in the standards and specifications for this equipment in accordance with GOST 1.5-85 and regulatory and technical documentation.

1.2. Safety requirements for the operation of machinery and equipment must be established in operational documents in accordance with GOST 2.601-68.

1.3. Machinery and equipment must be manufactured with regard to protection against static electricity.

1.4. The device and placement of electrical equipment, ballasts, control and measuring and protective equipment and equipment control stations must comply with the requirements of GOST 12.2.007.0-75 and the "Electrical Installation Rules" (PUE), approved by the State Production Committee for Energy and Electrification of the USSR.

1.5. The execution of electrical equipment and automation equipment located in explosive rooms and outdoor explosive installations must comply with the class of the room, category and group of explosive atmospheres in accordance with the "Rules for the manufacture of explosion-proof and mine electrical equipment" PIVRE, approved by the USSR Gosgortekhnadzor.

2. SAFETY REQUIREMENTS FOR STRUCTURAL ELEMENTS

2.1. Pump Requirements

2.1.1. The mechanical seal chamber of a centrifugal pump must have a device that prevents oil leakage in case of mechanical seal failure.

2.1.2. Pressure gauges and a safety valve must be installed on the discharge line of a piston pump, and a pressure gauge and a check valve on a centrifugal pump.

2.1.3. Pump connectors must be equipped with protective covers (bands).

2.1.4. When pumping oil containing hydrogen sulfide, a device for local suction of hydrogen sulfide must be provided in the pump design.

2.1.5. Parts of the shaft seals that communicate with the atmosphere must be made of materials that do not give sparks during friction of the sealing pairs.

2.1.6. The pump unit must be provided with a device for connecting grounding, above which a grounding sign must be applied in accordance with GOST 21130-75.

2.2. Requirements for tanks of pumping stations

2.2.1. In the construction of tanks, it is not allowed to use combustible synthetic materials in seals (gates) and in combustible shells.

2.2.2. Tanks must be equipped with a stationary sampler, a remote oil level measurement system, alarms for critical lower and upper level positions, as well as an automatic bottom water drainage system, and surface tanks with a volume of 5000 m3 or more - with stationary water irrigation systems.

2.2.3. Vertical tanks should be equipped with crackers, and tanks with a volume of 1000, 2000 and 3000 m3 - with additional foam chambers. Pipelines and connecting heads must be moved outside the embankment. The design of the foam generators should provide free access to control the condition of the diaphragms.

2.2.4. In the design of tanks intended for operation at temperatures environment below 273 K (0°C), breather valves with anti-freeze trays must be provided.

2.2.5. Mechanical, breather and safety valves must be installed with fire arresters and operate stably at ambient temperature.

2.2.6. On the roof of the tanks, platforms should be provided for access and maintenance of equipment installed on the roof and in the body of the tanks, corresponding to the requirements of clause 2.6.2. The edge of the working platform should be at a distance of no more than 400 mm from the serviced equipment.

The gauge hatch should be located no more than 500 mm from the edge of the working platform.

2.2.7. On the body of each tank, an oval-shaped manhole with dimensions along the axes of at least 600x900 mm or a round manhole with a diameter of at least 550 mm at a distance of no more than 500 mm from the bottom of the tank must be arranged.

A skylight must be provided on the roof of the tank.

2.2.8. Manhole covers of tanks should be mounted on hinges and provided with handles. If it is not possible to mount hinged covers, then lugs or shackles should be provided to catch them with the hook of the lifting mechanism.

2.2.10. The points of connection to the tanks of technological oil pipelines must ensure the flow of oil under the liquid layer.

2.2.11. Places of connections between tanks and oil pipelines should be chosen taking into account temperature compensations. They must be easily accessible and ensure the convenience and safety of their maintenance.

2.2.12. The equipment of tanks with fire extinguishing and water irrigation systems must be carried out in accordance with SNiP 11-106-79.

2.2.13. On the body of the tanks, a device for connecting grounding should be provided, above which a grounding sign should be applied in accordance with GOST 21130-75.

2.2.14. Tanks must be equipped with lightning rods in accordance with the "Guidelines for the design and installation of lightning protection of buildings and industrial structures" SN 305-77, approved by the USSR State Construction Committee.

2.3. Requirements for oil pipelines (linear and technological)

2.3.1. Oil pipelines for oil transportation must be made in accordance with SNiP 2.05.06-85 "Main pipelines".

2.3.2. In the piping system with technological oil pipelines (at its lowest point), a locking device must be provided for emptying the system.

2.3.3. The design of connecting elements of oil pipelines must provide reliable sealing.

2.3.4. The piping of a group of tanks with process oil pipelines should ensure the transfer of oil from one tank to another.

2.3.5. Flanged connections are not allowed on the supply process oil pipelines to the tanks, except for connections at root valves.

2.3.6. On oil pipelines compensators from longitudinal movements should be provided.

2.3.7. The injection oil pipeline, mounted on the elements of metal structures, must be installed on damping gaskets.

2.3.8. Oil pipelines must have cargo filters equipped with pressure gauges (at least two) to control the pressure drop.

2.3.9. After installation, linear and technological oil pipelines must be tested in accordance with SNiP III-42-80 "Main pipelines. Rules for the production and acceptance of work" and SNiP III-31-78 " Process pipelines. Rules for the production and acceptance of work.

2.4. Requirements for heating equipment

2.4.1. In the design of the heating equipment, viewing windows with covers for inspecting the laying of the furnace and pipes should be provided.

2.4.2. In places where pipes pass through the walls of heating equipment, heat-resistant seals should be provided.

2.4.3. Gas pipelines supplying gas to the burners must be equipped with automatic pressure regulators.

2.4.4. The heating equipment must be equipped with means to control the temperature of the furnace wall, flame tube and other heating devices.

2.4.5. The design of the fuel pipelines of the heating equipment must provide places for connecting a reducing device, a safety valve and a device to prevent condensate from entering the instrumentation and burner. Connection points must be easily accessible, serviceable and protected from damage, contamination and corrosive attack.

2.4.6. The design of the heating equipment must include a steam or inert gas pipeline connected to a coil, or a stationary foam extinguishing system.

2.5. Requirements for governing bodies

2.5.1. Controls must have clear explanatory inscriptions. Symbols of controls - according to GOST 12.4.040-78.

2.6. Requirements for protective equipment

2.6.1. Safety barrier requirements

2.6.1.1. All moving parts of the equipment must have metal guards.

When installing a fence at a distance of less than 350 mm from moving parts of the equipment, it must be solid or mesh in a metal frame.

When using mesh fences, the mesh wire diameter must be at least 2 mm.

The dimensions of the opening of the metal mesh should not exceed the values ​​indicated in the table.

2.6.1.2. When installing guards at a distance of more than 350 mm from moving parts, the guard may be in the form of a railing.

2.6.1.4. The design of the fences should exclude their removal or opening without a special key.

2.6.1.5. The surfaces of equipment elements and oil pipelines, which during operation have a temperature above 318 K (45 ° C), must have a fence or fireproof thermal insulation in areas where service personnel may come into contact with them.

2.6.1.6. The coupling connecting the shafts, pumps and electric motors must be protected. The design of the guard is set depending on the method of lubrication of the coupling.

2.6.1.7. Guardrails must have a smooth outer surface.

2.6.1.8. The coloring of protective barriers must comply with the requirements of clause 2.6.4.

2.6.2. Requirements for stairs and platforms

2.6.2.1. Stairs and landings must comply with the requirements of GOST 12.2.012-75.

2.6.2.2. To service equipment at a height of more than 750 mm, ladders with railings and platforms should be installed.

2.6.2.3. Platforms for maintenance of equipment must have railings 1250 mm high with longitudinal bars located at a distance of no more than 400 mm from each other, and a board adjacent to the flooring, not less than 150 mm high.

2.6.2.4. Marching stationary stairs must be metal, at least 650 mm wide and have an inclination angle of not more than 50 ° C.

The railing of the stairs must be at least 1000 mm high, have an average transverse plank and a side sheathing 150 mm high.

Handrail posts should be located at a distance of no more than 2000 mm from each other.

The railing at both ends must be connected to the string of the stairs or to the stand of the transition platform.

2.6.2.5. The width of the steps of mid-flight stairs must be at least 250 mm, the height of the back wall - at least 50 mm. The steps of mid-flight stairs should have a slope of 2-5 ° inward. The distance between the steps in height should be no more than 250 mm.

2.6.2.6. Platform decking and stair steps must be made of expanded metal or strip steel, placed on edge.

2.6.2.7. The platform for servicing equipment located on the roof must be connected to the upper platform of the marching stairs by a bridge with a width of at least 500 mm with a railing with a height of at least 1000 mm.

2.6.2.8. For several interconnected platforms, it is allowed to install common stairs. The number of stairs must be at least two, located at opposite ends.

2.6.2.9. For maintenance of equipment and fittings, each tank or group of tanks installed on a common foundation must have a fixed ladder installed.

The top landing of the ladder must be on the same level as the tank landing.

2.6.2.10. Tanks along the entire circumference of the roof must have railings 1000 mm high, adjacent to the railing of the stairs.

2.6.3.2. The drive of the pump (pump unit) must provide for automatic control that ensures the start and stop of the unit, and also have protection and alarm in emergency mode to the extent provided for by the regulatory and technical documentation.

2.6.3.3. Heating equipment must have automatic devices that regulate the temperature of the heated oil within the specified limits, as well as turn off the gas supply to the burners when the gas pressure rises and falls from the allowable value or the allowable value of the temperature of the heated oil rises.

2.6.4. paint requirements

3. CONTROL OF IMPLEMENTATION OF SAFETY REQUIREMENTS

3.1. Compliance of machinery and equipment with safety requirements should be monitored when:

examination of technical specifications and design documentation;

testing of prototypes (batches);

testing machines and equipment of mass production;

installation of machinery and equipment and putting them into operation;

performance tests;

tests after modernization and overhaul;

certification tests.

3.2. To measure pressure during testing, pressure gauges according to GOST 8625-77 and GOST 2405-80 should be used. When testing for tightness, pressure gauges with an accuracy class of at least 2.5 should be used.

3.3. The forces on the controls must be determined by dynamometers or other instruments.

3.4. Methods for determining noise and vibration characteristics should be established in the standards and specifications for machines and equipment of specific types. Carrying out measurements of noise characteristics - in accordance with GOST 12.1.026-80, vibration - in accordance with GOST 12.1.034-81.

5.3.8. When the platforms are located at a height of less than 2200 mm from the floor, their side surfaces must be painted in a signal color in accordance with GOST 12.4.026.

5.3.9. The load on the working platforms should not exceed the permissible value established by the project (passport). On the sites there should be signs (posters) indicating the permissible load and the scheme of its placement. Sites located at a height of more than 1.3 m from the floor must have a fence with a height of at least 1 m with a handrail, an intermediate horizontal element and side cladding with a height of at least 150 mm from the floor of the site. For fencing, it is allowed to use a metal mesh with a handrail at least 1 m high. The distance between handrail posts should be no more than 2 m. Fences and railings must withstand a concentrated static load of 700 N (70 kgf).

5.3.10. To carry out adjustment work and repair of equipment mechanisms located at a height of up to 3000 mm, if necessary, the following should be used: ladders with an angle of inclination to the floor of 60 degrees. with easy-fixing support hooks on the supporting structures of the equipment - for work lasting no more than 2 minutes; mobile ladders with a platform for work lasting more than 2 minutes.

5.3.11. For adjustment and repair of mechanisms located at a height of more than 3000 mm from the floor level, the equipment must have stationary, removable or folding platforms and ladders.

5.3.12. Ladders leading to the top platforms of cupola furnaces must be metal, with railings 0.8 - 1.0 m high, with continuous lining at the bottom by 180 - 200 mm.

5.3.13. The dimensions of the top platform should ensure free maintenance of the cupola. There should be no gaps between the top platform, the cupola and the elevator shaft. The shaft or openings in the top platform for lifting the charge must be protected by railings with a height of at least 1.0 m.

5.3.14. The rear platform of the swinging open-hearth furnace must be fenced with railings at least 1.2 m high, from the side of the furnace, the platform must be fenced with a thick steel board with a height of at least 400 mm.

At the outlet chute, the railing must be of a sliding type.

The opening in the platform after the chute is removed must be protected by a sliding railing or a chain barrier.

The gap between the platform attached to the furnace should be no more than 150 mm.

5.3.15. Work platforms located above the zero mark of the electric arc furnace must have a railing along the entire perimeter with a height of at least 1.0 m with a continuous sheathing at the bottom to a height of at least 180 mm.

Near the working window, part of the railing must be removable.

The gap between the working platform of the furnace span and the tilting furnace platform on the sides of the furnace should be no more than 80 mm - for furnaces with a capacity of less than 50 tons and no more than 150 mm for furnaces with a capacity of 50 tons or more.

5.3.16. The working platform of an open induction furnace along the entire perimeter must be fenced with railings with solid sheathing at the bottom, with the exception of the front of the platform. The front of the furnace platform must be equipped with a removable guard. The floor of the working platform near the furnace must be covered with electrically insulating flooring.

5.3.17. Working platforms at the filling hatches of autoclaves for crystallization of metal under pressure should be lined with corrugated metal tiles and have a width of at least 1.5 m. mm. The entrance to the working platforms must be stepless, with a slope of no more than 20 degrees. and have railings 1 m high on the sides.

5.3.18. For access to autoclaves located in the recesses of the floor, ladders with a width of at least 0.6 m with railings should be provided. The recess in the floor must be fenced with railings 1 m high with continuous sewing at the bottom to a height of at least 180 mm.
