In 2004-08 - Deputy Head of the Presidential Administration of the Russian Federation - Assistant to the President of the Russian Federation. Since 2008 - First Deputy of the Presidential Administration of the Russian Federation.

Participation in business

In 1987, Vladislav Surkov was the head of the advertising department of the Center for Intersectoral Scientific and Technical Programs (TsMNTP) - the Youth Initiative Foundation under the Frunze District Committee of the Komsomol.

Since 1988, he has been the administrator for relations with customers of the Kamelopart cooperative and the head of the Metapress Market Communications Agency at the state-cooperative association Intersectoral Scientific and Technical Programs (MENATEP), into which the TsMNTP was transformed.

In fact, the Metapress agency acted as the advertising department of the MENATEP group founded by Mikhail Khodorkovsky, Leonid Nevzlin and their partners. Formally, the department existed in the form of a separate company - CJSC ARC Metapress. Surkov's wife Yulia Vishnevskaya, his friend Sergey Astanin and Avancorp LLP, registered at Surkov's address, became the shareholders of the CJSC. The co-owners of LLP according to the Unified State Register of Legal Entities are Vladislav Surkov, Andrey Ivanitsky, Alexander Kosyanenko.

In 1991-1996 Vladislav Surkov was deputy, then head of customer service, head of the advertising department and deputy head of the public relations service of the commercial investment bank MENATEP (Interbank Association of Scientific and Technological Progress).

Official Vladislav Surkov and his son, businessman Artem Surkov, are waiting for President Medvedev to approach the stand of the Surkov family's innovative business

In 1992 - President of the Russian Association of Advertisers. In 1996-97 - Vice President and Head of Department at ZAO Rosprom.

In 1998-99 - First Deputy General Director, Director of Public Relations and Executive Secretary of the Open Supervisory Board of OJSC Public Russian Television. In 2004-2006 - Chairman of the Board of Directors of state-owned OAO AK Transnefteprodukt.

Impact on business:

In 2000, Surkov oversaw the Walking Together movement, since 2005, the Nashi movement and the holding of annual pro-government youth camps on Lake Seliger. The function of the technical organizer was performed by Vasily Yakemenko, a former employee of the presidential administration of the Russian Federation, who became the formal leader of the Walking Together and Nashi.

The events were financed by private business. The press published information about the methods by which Yakemenko and Surkov collected money. According to Yakemenko, the search for sponsors did not cause problems, since the refusal of businessmen to finance his projects was seen as "a manifestation of an unpatriotic position."

More than $2 million was raised for the Seliger-2005 camp. Expenses increased significantly in subsequent years. In 2010, only the head of the ONEXIM group, Mikhail Prokhorov, donated $ 10 million to the needs of the Seliger-2010 program. In 2011, Rosmolodezh planned to spend at least 178 million rubles on Seliger, which is almost twice as much as in 2009 and 2010

From Prokhorov's personal funds, the Russian Pioneer magazine is financed, where Vladislav Surkov, under his last name, led an author's column. The Russian Pioneer published and advertised the novel Near Zero, published under the pseudonym Natan Dubovitsky. The authorship of the work is attributed to Surkov (his wife's name is Natalia Dubovitskaya). The amount of the royalties paid to the author through the publishing business of Mikhail Prokhorov is unknown. The artistic level of the novel was repeatedly criticized - before collaborating with the Russian Pioneer, Vladislav Surkov tried to write stories, but, according to the recollections of his colleagues, he initially assessed his literary abilities as "not brilliant".

The lack of control over the spending of funds collected from businesses to solve the problems of the presidential administration and its leaders created opportunities for action outside the legal field. Simultaneously with the presentation of the Nashi movement, detachments of militants appeared in Russia, terrorizing opposition activists, journalists and human rights activists criticizing the authorities. Vasily Yakimenko, in his speeches, recommended that his colleagues, fans of the Moscow Spartak football club, be entrusted with forceful opposition to the opponents of the authorities.

According to politician Ilya Yashin, fan group supportersGallant Steeds (CSKA), led by Aleksey Mitryushin, who joined the Nashi movement, beat him on Yakemenko's instructions. Roman Verbitsky, the leader of the group Gladiators, became a member of Nashi and the head of the voluntary youth squad (DMD) of the movement. Fans from this association were used to guard the camp on Lake Seliger and other Nashi events. On March 5, 2005, Verbitsky posed for photographers during a militant raid on the headquarters of the opposition National Bolshevik Party (NBP). As a result of the attack, the oppositionists who were in the premises were severely beaten.

On August 29, 2005, Verbitsky was identified during a pogrom in the reception room of the Communist Party of the Russian Federation (KPRF). During this attack, football fans from the Gladiators group used clubs and traumatic weapons, beating seven people, including women. The rioters were taken to the Danilovsky police station. According to the Communist Party of the Russian Federation, an employee of the presidential administration, Nikita Ivanov, a native of the Gleb Pavlovsky Effective Policy Foundation, who is considered a confidant of Vladislav Surkov, went to this police station in order to release them. Verbitsky and other detainees were released by the police.

Ivanov currently holds the position of adviser to the secretary of the presidium of the pro-government United Russia party, supervised by Surkov. According to the personal data of the participants in the 2011 United Russia primaries, in addition to party activities, Ivanov continues to work as an adviser to the first deputy head of the presidential administration of the Russian Federation. According to Boris Nemtsov, Ivanov is responsible for communication between Vladislav Surkov and the leadership of the Moscow police department, ensuring that decisions are made on the use of force to counter certain protests.

In 2010, unknown persons inflicted serious bodily injuries on Oleg Kashin, the journalist who first wrote about the attack on Yashin, who repeatedly criticized Nikita Ivanov, Vladislav Surkov and Vasily Yakemenko. Before that, an article was published on the website of the pro-government movement “Young Guard of United Russia” with a call to “punish” Kashin. When the correspondent announced the possible involvement of Yakimenko in the attack, the latter went to court with a claim for the protection of honor and dignity. The lawsuit was won by Kashin.
In 2010, the Internet publication Marker, owned by a publisher close to Surkov, Aram Gabrelyanov, published a series of compromising articles aimed at discrediting the leaderFederal Space Agency (Roscosmos) Anatoly Perminov. In response, the press secretary of Roskosmos stated that the stake in the Marker newspaper and its associated publications "owned through intermediaries by one of the high-ranking officials who loves to engage in black PR and other literary delights. By the media, these words wereinterpreted , as an allusion to the writing hobbies of Vladislav Surkov. Ultimately, Perminov was fired.

Glavkino is implementing a development project in the Krasnogorsk district of the Moscow region, building a private film studio (the so-called "Russian Hollywood"). The construction should be completed with VTB's loan funds. In 2009, the Kommersant newspaper mentioned the likely inclusion of the General Director of Channel One, Konstantin Ernst, who collaborates with Vladislav Surkov, into the beneficiaries of Glavkino. Referring to the management of Glavkino, a Kommersant correspondent reported that "Mr. Ivanitsky is a person affiliated with VTB, and thus the company is actually controlled by the state."

In 2010, according to publications, VTB Bank allegedly withdrew from the founders of Glavkino, assigned its share to a certain individual, but did not stop financing Ivanitsky's project.

Earlier, Andrey Ivanitsky owned OOO ON, the founder of OOO Gorodskaya Pressa registered in Ryazan. The second participant of the "City press" is the company "RAARS". Tatyana Vladimirovna Odintsova works as its general director, the owner of the authorized capital is Delta Mash LLC. The owners of the last legal entity were Mikhail Yuryevich Ivanitsky and Andrey Uraev's Morden Invest CJSC.

Andrey Ivanitsky owned 19.9% of the shares in OJSC KPZ Novlyansky, affiliated with Surkov’s wife, and 16.52% in OJSC Ibredkrakhmalpatoka. Subsequently, Promregionbank, registered in Tomsk, whose branches also operate in Moscow and Ryazan, became a shareholder.

According to disclosed data, in 2011 Ivanitsky directly controlled 30.03% of Promregionbank LLC, Natalia Dubovitskaya's partner in the Ryazan business Alexandra Petrova - 10%, Andrey Uraev - 19.99% (through Ost-Finance LLC), Konstantin Kekhoyas - 19.99% (through Graz LLC), Sergey Astanin - 19.99% (through Center-Plus LLC).

Konstantin Kekhoyas is Andrei Ivanitsky's partner in Tekhprom LLC, the owner of the Ryazan-based Business Alliance LLC and structures involved in the oil and gas business.

Sergey Astanin is a partner of Vladislav Surkov and Yulia Vishnevskaya in ARC Metapress. As of 2010, he owned19.95% shares OJSC KPZ Novlyansky and 19.74% in OAO Ibredkrakhmalpatoka. CJSC "Mervans Invest" remains the central structure of Astana. The subsidiaries of this CJSC are Agroleasing LLC registered in Ryazan (founder of Center-Plus LLC) and Sigma Technocom LLC (participant of Brokerkonsaltagentstvo LLC, affiliated with OrionService LLC).

Andrey Uraev (on the picture)- former stunt coordinator, partner of Natalia Dubovitskaya in the starch business and a close friend of Vladislav Surkov. Uraev heads the Aegis Foundation, and together with the presidential administration finances film projects. The Egida Foundation, the presidential administration and the head of the Council for Culture under the President of the Russian Federation, actor Yevgeny Mironov, distribute sponsorships received by the heads of Russian theaters. Yevgeny Mironov, Andrei Uraev, director Kirill Serebrennikov and theater critic Roman Dolzhansky are the founders of the Territory Cultural Foundation.

Every year, this organization, with the support of the Presidential Administration of the Russian Federation and the Ministry of Culture, holds a large-scale festival "Territory", the purpose of which is "acquaintance of creative youth with the best manifestations of contemporary performing arts." According to the monitoring of public procurement, in 2007-10. CF "Territory" allocated 46 million rubles from the budget. (more than $1.6 million). In addition to the festival, the state finances the "exchange events with the Republic of Abkhazia" planned by Uraev and Mironov's structure and the "German cultural program in Russia." Evgenia Shermeneva, director of the Territory CF, simultaneously heads the New European Theater Festival Non-Commercial Partnership (NP Festival NET). In 2007-10 the organization received 24 million 450 thousand rubles from the budget. (the first and second parts of the trenches). The amount of extra-budgetary contributions, which are considered the main projects of Andrey Uraev, is unknown.

The Vedomosti newspaper names the head of the Egida CF, considering possible versions of the attempt on the life of journalist Oleg Kashin, who criticized the leader of the Nashi movement Vasily Yakimenko and other members of Vladislav Surkov's entourage. Shortly before the attack, Kashin reported that Andrey Uraev personally prepared the text of the novel "About Zero", the authorship of which is attributed to Surkov.

At the same time, the journalist pointed out that the fast political career of the former Nashi press secretary Robert Schlegel, nominated to the State Duma from the United Russia party, was allegedly connected with his marriage to Uraev's daughter. After the attack on the author of these allegations and the ensuing scandalous publicity, Schlegel publicly denied information about his marriage to a relative of Uraev, joined the appeal to the President of the Russian Federation with a request to help solve the crime against Kashin.

However, the facts say otherwise. Wife of Robert Schlegel

Moskovsky Komsomolets journalists conducted their own investigation following the publication of the Open Russia Foundation about the possessions of a Kremlin official in the village of Gribovo near Moscow

On March 8, 2017, the Open Russia Foundation of oligarch Mikhail Khodorkovsky, twice convicted in Russia, published a so-called investigation dedicated to the wife of the assistant to the President of the Russian Federation Vladislav Surkov, Natalya Dubovitskaya, their life in a village near Moscow, about how Natalya Dubovitskaya spends her leisure time.

We decided to look into the details of the investigation. So, the Surkov family really lives in the village of Gribovo, Moscow Region. This is no secret to anyone. The authors of the investigation pretend to be the results of the investigation, which is already open information and is posted on the kremlin.ru website. All information is indicated in the declaration of the official. By and large, the reliable facts of the “investigation” end there.

The authors of the investigation publish a photograph of the “possession” of Surkov and Dubovitskaya. As it became known to our correspondents, the photo from the Open Russia website really shows a house in the village of Gribovo, only now it belongs to the ex-speaker of the Federation Council Vladimir Shumeiko.

One of Surkov's neighbors is indeed Alexander Natanovich Rappoport, his brother headed the Skolkovo School of Management. Only the school and the Skolkovo innovation center, which Surkov oversaw, have nothing to do with each other. These are two different projects that are located next door.

As for the people about whom it is written in the investigation and about the guests visiting the house of Surkov and Dubovitskaya. Natalya Dubovitskaya is indeed a frequent guest of various social events. Like any person, she is invited to birthdays and concerts. She neither owns nor constantly uses helicopters or planes. And if her friends, many of whom are the wives of big businessmen, have the opportunity to use such vehicles and invite their friends, then what is reprehensible in this? Well, I saw Dubovitskaya at some private party with the singer Topuria, whose father had problems with the law. The authors did not even bother to check the fact that in the numerous photographs presented on the site, there is not one of the houses of Surkov and Dubovitskaya. For example, the photo with Buinov was taken in the house of the singer Stas Mikhailov, and at the same time, Natalya Dubovitskaya is not on it.

“In addition to feasts, the entertainment program of Surkov's wife's club includes boating on the dammed river Likova. The river serves as a dividing line between Swan Lake and the rest of Mushroom. The end point for the Likova River is the large water artery Dunno. The Odintsovo district has invested 50 million rubles in the construction of treatment facilities and a dam in order to dam this river and create a forest lake,” the authors of the investigation write.

It is not clear why the investigators assumed that Dubovitskaya was boating on the Likova River, although there is nothing impermissible in this. Nevertheless, the river does not serve as a dividing line between "Swan Lake" and the rest of Gribovo, as it passes 500 meters from the said supposedly "forest lake". We made an official request to the administration of the Odintsovo district and received a response (available to the editors) that on the territory of the land plot 50:20:0070229:800, which is written in the material, there is an artificially created reservoir that does not have a water protection zone, which is used in including for firefighting. In the register of water bodies, this reservoir does not appear and is located at a distance of more than 500 meters from the Likova River.

As for the construction of treatment facilities and a dam, in which the district has invested 50 million rubles, "to dam the river and create a forest lake," here too facts are mixed with fiction. The Odintsovo district actually built treatment facilities worth about 50 million rubles, however, these facilities were built according to plan, not on the territory of the village and belong to the district. This was necessary in view of the fact that several residential quarters "Dauville", "Gusar Ballad" were put into operation northeast of Gribov, apartment buildings and a large industrial zone were built. As for the dam, neither the district nor the residents built it. It has been there since the 1930s.

It turns out another lie. Nobody built any dam for damming anything.

A resident of the village of Lesnoy Gorodok, pensioner Valentina Perepelitsina, says that children and men from neighboring villages fish and spend their leisure time on the river. The entire district has been waiting for the construction of treatment facilities for a long time, since after the mass settlement of high-rise buildings, sewage from these houses poured into their summer cottages.

The authors of the investigation continue: “Then miracles began: according to Rosreestr, on February 20, 2013, the owner of half of the dam on the rescued Likova River with an area of 21,048 sq. m was the co-founder of the NP "Swan Lake" Alexander Rappoport. And two months later, the mistress of the other half of the reservoir with an area of 21,049 square meters. m turned out to be Dubovitskaya. Moreover, in the documents, the river passes as a land plot "for housing construction and recreational purposes." How the purchase of the river is consistent with the Water Code of the Russian Federation, where such transactions are expressly prohibited, we could not find out. But the deputy of the three-member constituency No. 3 of the urban-type settlement of Lesnoy Gorodok, Odintsovo district, Mikhail Trishin, told the TsUR how the reservoir passed into private hands: “Of course, all this is not entirely legal, but Surkov resolved all issues with the regional government. You see, literally everyone was connected, and there was a special meeting of the government. Together with Surkov, I then went to the governor Gromov, and along the way, Kucheren's lawyer made a request.

Judging by the photos from social networks, sometimes the co-chairman of the central headquarters of the All-Russian Popular Front Stanislav Govorukhin, director Fyodor Bondarchuk, Natasha Koroleva with Tarzan and Alexander Buinov joined the girls, and Vladimir Vinokur entertained everyone with anecdotes

“Let's start with the fact that I never went with Surkov to see Governor Gromov. I have never met Surkov, and I do not know whether Surkov resolved any issues with the regional government or did not resolve them. Trips to the governor with a big Kremlin official are not my level. The reservoir has never passed into private hands. The reservoir never belonged to VNIISSOK for one simple reason - it appeared there after private traders bought the land. And this reservoir is artificial, water was simply poured into a ravine, there are thousands of such in summer cottages throughout the Moscow region. It is not regulated and, accordingly, does not violate the Water Code,” Trishin said in a statement.

We contacted lawyer Natalia Salnikova of the Moscow Bar Association "Attorney Attorney" to find out how Rappoport and Dubovitskaya could become the owners of the dam. “Plot 50:20:0070229:800 currently belongs to N.V. Dubovitskaya (which is also indicated in Surkov’s declaration). Acquired on the basis of a sale and purchase agreement dated February 25, 2013 from A.N. Rappoport. The type of permitted use of this land plot is “for residential construction and recreational purposes”. As for the “dam”, in the Water Code such objects as the “dam” do not appear. Natural water bodies such as rivers, lakes or waterfalls cannot be bought or sold. We are talking about the site on which an artificial reservoir was created. Accordingly, it is not regulated in any way by the Water Code and cannot violate it. “Judging by the documents and photographs, no river flows through the plots of Mrs. Dubovitskaya, Rappoport and other residents of the village,” Salnikova added.

Further, the authors of the investigation again begin to fantasize: “In the mid-90s, the director of the institute, academician Viktor Pivovarov, decided to engage in housing construction and for this purpose he took multimillion-dollar loans from three banks. However, the hired workers plundered building materials, tools and equipment, organizing a point of sale right nearby - on the Minsk highway. The building is up. VNIISSOK was frequented by bankers with financial claims against the academician. A showdown began with the participation of the FSB special forces and the Solntsevo lads. And soon two solvers appeared in Pivovarov's office - Timur Klinovsky and Alexander Kozyrev.

They repaid all their debts to banks, and in return received 400 hectares of institute land, - deputy Trishin said. “If it weren’t for the jambs with the construction site, the land under the Swan Lake, the Likova River would never have been in private hands,” the investigation materials say.

We also contacted Academician Pivovarov, director of VNIISSOK.

Most of the material presented in the article is fiction, a lie. First, it says that we have taken multi-million dollar loans to build housing. But they do not issue loans to budgetary scientific organizations, we could not take them, so we did not take loans. This can be checked in the accounting department. Secondly, if we did not take loans, then what kind of disassembly do we have with the bank? And some kind of showdown with the FSB, with some bandits. There was nothing like that,” says Pivovarov.

He noted that the information about the alleged purchase of agricultural machinery with credit funds also does not correspond to reality, since the institute did not have money to buy machinery. Pivovarov stressed that VNIISSOK had never built any facilities.

Allegedly, we sold or transferred the land to someone, - continues Pivovarov. - We cannot dispose of the land, since the institute is not the owner of the land. The owner of the land is the Federal Property Management Agency. When preparing this material, no one contacted us at the institute and personally to me, - said Pivovarov.

It turns out that Open Russia is openly fabricating materials, mixing the truth, half-truths and outright lies in order to personally discredit Surkov and his wife, while slandering many other people mentioned in his “pseudo-investigation”. Obviously, the investigation is a poorly concocted hack that turned out to be just unsubstantiated and idle gossip.

"Swan Lake"

Presidential aide Vladislav Surkov and Natalia Dubovitskaya live 12 km from Moscow along the Minsk highway near the village of Borodki. In the elite village of Gribovo on Swan Lake Street in two houses (598 sq.m and 762 sq.m) on five hectares with a forest and a man-made pond measuring 4.2 hectares. They are separated from their neighbors by their own entrance with a security house (176.8 sq.m). In order to fence off completely, in 2013 the couple purchased a plot of 1854 sq.m, which was intended for the construction of a road, and installed a barrier.

Houses on Swan Lake Street in Gribovo are being sold from $0.98 million (500 sq.m. with a plot of 11 acres) to $8 million (1,000 sq.m. with a plot of 47 acres).

Surkov's neighbors, it must be said, are very difficult. The founders of the Swan Lake non-profit partnership, which unites neighbors on the street of the same name, are the ex-speaker of the Federation Council Vladimir Shumeiko, the first wife of the first and last vice-president of Russia Alexander Rutskoy Nelli, businessman Vasily Znamensky, businesswoman Yulia Belakhova (Pelmeshka network) and two former top managers of Lukoil-Neftekhim Alexei Smirnov and Alexander Natanovich Rappoport. Alexander Rappoport was born in the Lugansk region in 1971, and Andrei Natanovich Rappoport received his passport there in 1979, until 2016 he headed the Skolkovo Moscow School of Management. The press service of the Moscow School of Management Skolkovo claims that they are not relatives. For a long time, Vladislav Surkov was the curator of the construction project for the construction of the Skolkovo Innovation Center near the business school.

Residents of Swan Lake and adjacent territories are also another presidential aide Igor Levitin, lawyer Anatoly Kucherena, billionaire Andrey Melnichenko, the new owner of Yves Saint Laurent's house in Normandy Siman Povarenkin (co-owner of Chocolate Girl and gold mines in Armenia and Georgia) and half-brother of the former first lady of Ukraine Lyudmila Kuchma Yuriy Tumanov. Since 1997, Tumanov has been the chairman of the board of directors of Kyivstar, Ukraine's largest mobile operator. In 2005, he profitably sold the Ukrainian share of the company to the Russian Alfa Group. Before Tumanov, the land was owned by a refugee from western Ukraine, and now a resident of Chicago, 67-year-old Al Dolgonos, who in the 2000s, together with his countryman Leon Dickopf, made a fortune in the alcohol trade in Moscow.
Girls and thieves

In March 2004, Vladislav Surkov became deputy head of the presidential administration, and five months later, the daughter of a policeman and housewife, Natalia Dubovitskaya, purchased property in Gribovo. At the same time, she joined the management of Novlyansky Starch Plant JSC, Aston Starch Products LLC, Placement Investments LLC and R-syndicate LLC (at the moment, Dubovitskaya no longer manages these structures).

Numerous friends of the hostess and admirers of her husband's talents reached out to the Surkovs' house. Gradually, "Swan Lake" became a venue for prestigious parties.

The composition of the closed club changed over the years, but its constants remained: the wife of the ex-Minister of Communications Leonid Reiman Olga (president of the charity fund "Who else if not me?"), the mother of two children of the head of Alfa Group Mikhail Fridman Oksana Ozhelskaya, chief Russia Today editor Margarita Simonyan, mother of two children of Anatoly Kucherena Olga Maidan, socialite Miroslava Duma, restaurateur Dina Khabirova, former instructor of the Ezhvinsky district committee of the All-Union Leninist Young Communist League of Syktyvkar Elena Menshikova (now posing as a volunteer of the Sofia Charitable Foundation), sportswear salesman Irina Mei, sister singer Dmitry Malikov Inna and A-Studio vocalist Katie Topuria, whose father, kingpin Andro Sanodze, died of an overdose in a colony in 2010.

A few years ago, Topuria was brought to the Surkovs by another regular participant in the gatherings - an opera singer and ex-State Duma deputy from United Russia Maria Maksakova-Igenbergs, who at that time lived with an influential thief in law Vladimir Tyurin, nicknamed Tyurik (Tyurik was put on the international wanted list, Spain is seeking his extradition).

Now the diva, along with her new husband, former communist deputy Denis Voronenkov, recently put on the federal wanted list, is hiding in Ukraine.

The TsUR correspondent contacted one of the regular participants in the Surkovs' bachelorette parties, and she secretly said that among themselves they jokingly called Maksakova Masha the Poor:

- At first there was a long-term history with Tyurik, whom the Spaniards are still looking for. After Tyurik, the owner of pawnshops, Jamil Aliyev, appeared and he began to have problems with business. Now a criminal case has been opened against Denis Voronenkov. They did not have time to get married, as they had to flee to Ukraine.

Judging by the photos on Facebook, sometimes the co-chairman of the central headquarters of the All-Russian Popular Front Stanislav Govorukhin, director Fyodor Bondarchuk, Natasha Koroleva with Tarzan and Alexander Buinov joined the girls, and Vladimir Vinokur entertained everyone with anecdotes.

ends in the river

The entertainment program of Surkov's wife's club, in addition to feasts, includes boating on the dammed river Likova. The river serves as a dividing line between Swan Lake and the rest of Gribovo. The end point for the Likova River is the large water artery Dunno.

The Odintsovo district has invested 50 million rubles in the construction of treatment facilities and a dam in order to dam this river and create a forest lake. According to local residents, the main enthusiast of its expansion was the founder of the NP "Swan Lake" Nelli Rutskaya: "She constantly told them (the Odintsovo administration) that the village was called" Swan Lake ", and sewage flows instead of swans," the hostess told the TsUR correspondent one of the mansions.

Then miracles began: according to Rosreestr, on February 20, 2013, Alexander Rappoport, co-founder of Swan Lake, became the owner of half of the dam on the rescued Likova River with an area of 21,048 square meters. And two months later, Dubovitskaya turned out to be the mistress of the other half of the reservoir with an area of 21049 sq.m. Moreover, in the documents, the river passes as a land plot "for housing construction and recreational purposes."

How the purchase of the river is consistent with the Water Code of the Russian Federation, where such transactions are expressly prohibited, we could not find out. On the other hand, Mikhail Trishin, a deputy of the three-member constituency No. 3 of the Lesnoy Gorodok urban-type settlement in the Odintsovo district, told the TsUR how the reservoir had passed into private hands: “Of course, all this is not entirely legal, but Surkov resolved all issues with the regional government. You see, literally everyone was connected, and there was a special meeting of the government. Together with Surkov, I then went to the governor Gromov, and along the way, Kucheren's lawyer made a request.

According to deputy Trishin, all the surrounding land, including the Surkovs' personal pond, used to belong to the All-Russian Research Institute of Vegetable Breeding and Seed Production (VNIISSOK) and legumes and onions were grown on it.

In the mid-1990s, the institute's director, academician Viktor Pivovarov, decided to engage in housing construction and for this purpose took multimillion-dollar loans from three banks.

“They paid off all their debts to the banks, and in return received 400 hectares of institute land,” Deputy Trishin said. - If it weren’t for the jambs with the construction site, the land under the Swan Lake, the Likova River would never have been in private hands.

It should be added that the “white knight” Timur Klinovsky is a well-known person in the Moscow region. He participated in many land transactions in prestigious areas of the region. Some of them even caused social tension in the form of rallies under the slogan “Klinovsky! Return the stolen lands to the peasants!”

Place for the disabled

Let the people rally behind the fence, and we will return to the Surkovs' estate, where guests, tired of water attractions, dress up in costumes from the era of Marie Antoinette.

There is enough space in the estate to feel like ladies-in-waiting, pose for photographers in the open air and ride in Catherine's carriages. In addition to the pond, five more land plots with a total area of 28,293 sq.m. have been registered on Dubovitskaya. Particularly interesting is the plot of 9000 sq.m, according to the documents located at the address: Odintsovo district, the village of Borodki, Center for Social Protection of the Disabled LLP.

According to the Spark database, the Center for Social Protection of the Disabled LLP was registered in 1994 in Moscow at 23 Vorontsovskaya Street. In the documents of the Federal Tax Service, this two-story house has repeatedly appeared as a place of mass registration of one-day firms. In total, 2937 offices registered in it. In the early 2000s, the well-known pimp Valya-Spitsa had her own office on the second floor of the "rubber" house and took orders from clients. Now the entire building is rented by the Granit-Center Research and Production Enterprise OJSC, which provides services of a different nature - informational - for the Moscow government and the Ministry of Defense.

The administration of the Odintsovo district did not hear about any center for the disabled, but deputy Trishin said that this land plot was also sold for debts of VNIISSOK to banks. Timur Klinovsky also appeared in the deal. So that the inspection authorities would not have any questions, a center for the disabled appeared on paper.

Among the disabled, among the first in need of protection, were the mother and mother-in-law of the current presidential envoy in the Volga Federal District, Mikhail Babich, the savior of the river Nelli Rutskaya, Natalya Rappoport, whose husband sold the Dubovitskaya reservoir, as well as the former employee of Alfa Development Sergey Arnautov and a certain Muscovite Irina Levitina.

In March 2005, according to Rosreestr, the only disabled person was Natalia Dubovitskaya, who bought 9,000 sq.m from the previous owners.

Mushrooming by helicopter

The geography of bachelorette parties is not limited to the possessions of the Surkovs. The visiting meetings of the club are often held abroad. For example, a company headed by a permanent chairman flew to the United Arab Emirates in a private jet. According to the private carrier Business Jets, a round-trip flight for a company of 8-10 people costs from $53,000 (on a ten-year-old plane) to $100,000 (on a new board). It is unlikely that the girlfriends saved on the plane, since they did not waste time with the hotel - One&Only The Palm in Dubai (the price of a room per day is $ 2.5-3.5 thousand).

On one of the trips to the Emirates, the Russians were accompanied by the manager of a large international real estate agency Knight Frank, Italian Roberta Pat. She also visited with them on the island of St. Bartholomew in the Caribbean. Along with real estate in the UAE, Monaco, Switzerland, Singapore, her company's portfolio includes five mansions in the neighborhood of Swan Lake worth from $2.5 million.

Elena Menshikova, a volunteer of the Sofia Charitable Foundation mentioned earlier, posted on VKontakte a meeting of the club in 2013 in the French ski resort of Megeve, where royalty like to stay. In the same volunteer account, there are several shots from the ice cave of Chamonix and uncorked Dom Perignon pink champagne (price in France from €160, in Russia - from 30 thousand rubles), which was used to greet the regulars of Swan Lake descending from the mountains.

There are also entertainments in Russia: in Zalesye, Tver region, the company in full force flies every year by helicopter for chanterelles (mushrooms do not grow in Gribovo). Hummers and one of several existing Shaman all-terrain vehicles worth 5.9 million rubles are waiting for them on the spot.

Previously, the land of the hunting farm belonged to OJSC Tverkhimvolokno, but after the bankruptcy of the enterprise, Alfa-Bank became the owner. The organization of hunting for the VIP is directly handled by the general director of Zalesye LLC Vladimir Smirnov. In Spark, you can find out that Zalesye LLC with an authorized capital of 15 million rubles is a structural unit of the bank, and in 2015 the revenue amounted to 24,208 rubles. The LRC sent an official request to Alfa-Bank, who paid for the helicopter, the rental of SUVs and the services of guides, but there has been no answer for more than a week.

As the wife of Vladislav Surkov, Natalia Dubovitskaya received ownership of the river, the property of the disability protection center, flew with her friends by helicopter to pick mushrooms in the Tver region and on a private plane to Dubai. These and other cases of the wife of the Assistant to the President of the Russian Federation  -  in the March 8 investigation of the TsUR.

At the same time, she joined the management of Novlyansky Starch Plant OJSC, Aston Starch Products LLC, Placement Investments LLC and R-Syndicate LLC (at the moment, Dubovitskaya no longer manages these structures).

A few years ago, Topuria was brought to the Surkovs by another regular participant in the gatherings,  -  opera singer and ex-State Duma deputy from United Russia, Maria Maksakova-Igenbergs, who at that time lived with an influential thief in law Vladimir Tyurin, nicknamed Tyurik (Tyurik was put on the international wanted list, Spain is seeking his extradition).

At first there was a long history with Tyurik, whom the Spaniards are still looking for.

According to local residents, Nelli Rutskaya, the founder of the Swan Lake National Park, became the main enthusiast of its expansion: “She constantly told them (the Odintsovo administration) that the village was called Swan Lake, and sewage flows instead of swans,” the hostess told the TsUR correspondent one of the mansions.

Half of the Dubovitskaya dam is located on this "land plot"

-  If it were not for the jambs with the construction site, the land under the Swan Lake, the Likova River would never have been in private hands.

It should be added that the "white knight" Timur Klinovsky  -  is a well-known person in the Moscow region.

Now the entire building is rented by the Granit-Center Research and Production Enterprise OJSC, which provides services of a different nature - information - for the Moscow government and the Ministry of Defense.
